המלך והעירום: תקשורת, המונים והחוק הלא-כתוב

בשנים האחרונות עולים במרחב הדמוקרטי-ליברלי בעולם כולו מנהיגים סמכותניים מזן חדש; מה שמאפיין את דגם המנהיגות שלהם הוא הפרה חוזרת ונשנית של הכללים הלא כתובים של המשחק הפוליטי. לנוכח עלייתו לשלטון של דונלד טראמפ – שמביא את המגמה הזו לידי ביטוי קיצוני – חוקרים ופרשנים מוצאים את עצמם ללא הסבר: הפרה של נורמות ומוסכמות, שברגיל מביאה לסיום מיידי של קריירות פוליטיות, מתגלה כסוד כוחם החמקמק של פוליטיקאים מן הזן החדש, והופכת בידיהם למנגנון של גיוס תמיכה ולגיטימציה. יותר מעצם הפרת הכללים, מפתיעה הפומביות שבה הם מופרים. במאמר זה אבקש לעמוד על הזיקה בין הפנייה הישירה של הכוח הפוליטי החדש אל המגונה ובין הממד השתוק של הכללים החברתיים-אתיים, ואצביע על היחס בין התמורות האתיות והפוליטיות ובין מגמות ושינויים בתקשורת ההמונים.

The Naked King: New Authoritarianism, New Media and the Politics of the Obscene

A new breed of authoritarian leaders has arisen in recent years in the world’s liberal-democratic sphere. Their leadership is characterized by repeated violations of the unwritten rules of the political game. Donald Trump’s rise to power, which is an extreme expression of this trend, has left scholars and commentators without an explanation. The violation of norms and conventions, which would normally result in the immediate termination of a political career, turns out to be the secret behind the elusive power of this new breed of politicians, and in their hands it becomes a mechanism for mobilizing support and legitimation. More surprising than the breaking of the rules is the public manner in which they are broken. In this article I consider the relation between this new political power’s direct turn to the offensive and the silenced dimension of the socio-ethical rules, and I point out the relation between the ethical and political changes, on the one hand, and the trends and changes in the mass media, on the other.

السمة الأوضح للقادة المتسلّطين من النوع الجديد، الذي يفرضون سيطرتهم على أرجاء الحيّز الديمقراطيّ-الليبراليّ هو قدرتهم على مخالفة القواعد غير المكتوبة للّعبة السياسيّة. مع صعود دولاند ترامب إلى الحكم- الذي يشكّل تعبيرًا متطرّفًا عن هذا الاتجاه- وجد باحثون ومحلّلون أنفسهم من دون تفسير: انتهاك القواعد والأعراف، الذي كان سيؤدّي عادة إلى الإنهاء الفوريّ للمسيرة السياسيّة، يظهر أنّه سر القوّة المراوغة للسياسيّين من النوع الجديد، كما أنّه تحوّل إلى آليه لتجنيد الدعم والشرعيّة. ما يفاجئ أكثر من الانتهاكات ذاتها، هو الطريقة العلنيّة التي تجري فيها هذه الانتهاكات. أسعى في المقال إلى الوقوف على العلاقة بين التوجّه المباشر للقوّة السياسيّة الجديدة والبعد الصامت للقواعد الاجتماعيّة-الأخلاقيّة، والإشارة إلى العلاقة بين التحوّلات الأخلاقيّة والسياسيّة وبين الاتجاهات والتغييّرات في الإعلام الجماهيريّ.
